Nevada governor proposes reduced budget in State of the State speech
CARSON CITY, Nev. (AP) -- Gov. Jim Gibbons has pledged to work with state lawmakers as they consider his bare-bones $6.2 billion budget.
But in his State of State speech Thursday, Gibbons drew the line at talking about new taxes as a way out of Nevada's economic turmoil.
In his prepared remarks, Gibbons says increased taxes "are solutions that I just cannot accept and that Nevadans should not accept."
He does, however, favor shifting some property taxes from local government to state coffers. He also backs collecting higher room tax receipts.
The Republican governor has proposed a 36 percent cut in funds for Nevada's state community college and university system. K-12 education funding would be cut slightly while human services funding would increase 4.2 percent.
With the state's economy mirroring a national recession, the estimate for revenues for fiscal 2009-2010 is $5.8 billion. Gibbons, factoring in some new revenue, will propose spending just
over $6 billion -- less than the $6.8 billion approved in 2007 for the current two-year budget period.
The Governor's office revealed the details of his budget proposal on www.NevadaSpending.com. The Governor vowed to keep the process transparent and encouraged every Nevada to review the plan and send in their suggestions.
"This is your tax money and you deserve a voice in how it is spent," Gibbons said.

Nevada Democrats promise better budget plan, offer few details

LAS VEGAS (AP) -- Democrats in the Legislature are dismissing Gov. Jim Gibbons proposed budget cuts as dramatic and damaging to Nevada.
But they are offering only hints of how they plan to climb out of the state's revenue hole.
Assembly Speaker Barbara Buckley says "we can do better."
Buckley's televised remarks followed Gibbons' State of the State speech Thursday evening.
Buckley's counterpart in the state Senate, Majority Leader Steven Horsford, also is firmly rejecting the governor's spending plan.
Horsford says "This budget doesn't work. It's not the answer."
